Map the decisions
Record what the user must choose, which risk they assess and which action follows. These are the points where information has value.
Group questions by stage
Separate definitions, diagnosis, selection, implementation and checking results. A cluster covering only awareness remains shallow.
Compare with the existing inventory
Place every page on the map and mark complete, partial or outdated coverage. Do not treat a different URL as a different answer.
